I don't think he claims to be ITK on Wolfsburg he just quotes news articles and provides news updates on the team, I believe he's actually mentioned that on bluemoon actually.

Sounds to me like Wolfsburg are intent on running the transfer clock down so they won't have to spend the money. Unless they're planning a silly trolley dash which, as we know, never ends well.
