However I would probably play Sterling over De Bruyne as that formation would lack the pace that Sterling would provide.

The City one is a bit better player for player but I also feel like Mourinho's tactics and poor quality of Chelsea's defenders on the ball (that whole back line sucks at playing the ball out of the defense) stifles some of their attacking potential. Pedro will improve them, but I don't see it as being a 100+ goal per season attack, while I think City's attack with De Bruyne will quite likely mean that City score over 100 goals this season.
