What about £30 fucking million for Roberto "who?" Firmino. They guys never even played a Europa league game, took him until 24 to get into the Brazil team and while De Bruyne carried a most able team to second, he carried a mid table team to...eighth.

Where is the problem? No offer does not mean no negotiations. Find an agreement over the fee, make an offer amounting to that fee, Wolfsburg will accept it, player is ours.
Much more productive than thrwoing offers at them.

We have a new wage structure .......16m a season/year is about 330,000 a week....no way he will earn more than anyone else at the club

City and Wolfsburg are discussing what would be an acceptable amount of money to pay, so there's no value in making an "offer". Offers are generally used when the selling club doesn't really want to sell, they are used to make your interest public, and to test the water as discussions aren't taking place.
