Not 100%, the article just says that Begiristain "took advantage" of the fact that Wolfsburg, the player and his agent were in London. You cant take from the article that we will or will not sign De Bruyne. Just that the lack of a formal offer doesnt mean that we haven't had detailed talks. If there is common ground as far as the fee and wages are concerned, the transfer could go through relatively quickly.
I agree with earlier posts. Until Jovetic goes or Dzeko we won't see DeBruyne in.
Hoping all goes smoothly for Jovetic transfer.

Swap him for nangolenI thin it's stalled because we are waiting for players to be sold eg Dzeko and Jovetic. Jovetic looks like a done deal, but Roma look like they are playing a waiting game for Dzeko. Hence talk of other players filling this topic
