I don't doubt that Rice is keen on City, but a factor in his thinking may be that he doesn't want to risk having a season like Phillips has just had.

Arsenal will offer him more assurances about playing time and his role in the team, City will offer him more of a chance of winning trophies.

I think he'd fit in brilliantly at City. If he ends up chatting with Pep, hopefully that will seal the deal.

Rice played every prem game last season,he isn’t injury prone like Phillips.
 
This is basically where I’m at. If we get him then I think he’ll be a fantastic signing but if we don’t get him (and have done what we can to do so fee-wise with what West Ham want) but he chooses Arsenal then I’ll be glad we don’t get him.

Why would you choose Arsenal? The champions of the 5 of the last 6 seasons want you, the current treble winners and Champions League holders managed by Pep Guardiola who not only has proven himself to be one of the best ever but also excels in player (specifically midfielder) improvement and you choose Arsenal because you want to stay in London…?

It sounds like sour grapes, it’s not because we won’t know his mindset until the day the transfer is done either way.
I think that’s over simplistic, tbh. There must be many factors that players consider when moving clubs, especially if it’s your first move away from your boyhood club. Don’t think it’s as simple as just picking the best team.
