What are you whooshing? I was being 100% honest with a guy that was complaining about a system and likely just complains and doesn't know or care about how to fix his "problem". I say that because on at least two occasions you have stated gerrymandering is responsible for the GOP having an electoral advantage for president.
Now, the president is elected by the electoral college. That is a system set forth by the U.S. Constitution. The "people" don't actually elect the president. The electoral college does. Voters vote for "electors" from their state. These electors are typically sure things and will vote the way the party wants should the party's candidate win the state.
To change the electoral college to whatever the hell it is you want, you need to change the Constitution. There are two ways of doing that, through Congress by constitutional amendment(2/3 of the States would have to ratify it). This method is highly unlikely.
The other method is a convention of the States. It is basically a convention to amend the Constitution. Should this be done, your idea could be considered if you have a legislator that is willing to have the state delegates bring it up at the convention. Once the chest is open though, there may be ideas brought forth you don't like much. Those ideas may gain some traction and become the law of the land.
