Having read Henry Winter's tweet it doesn't seem too radical a departure from the current situation.

It preserves the solidarity of the PL clubs, which is our big strength over other leagues, but also improves the meritocratic / competitive aspect.

Concentration of resources destroys sporting competition and produces elite clubs and also rans.

This is not a theory, it is proven by the observation of every major league.

City and other clubs supposedly in their own self-interest but are we enlightened enough to realise that too much greed kills the game and could lead to City becoming the Champions of a rump sport - a bit like Celtic in the SPL.

It depends whether you want City and the Premier League top clubs to compete with Barcelona and Real Madrid at the expense of domestic competition.

Both City and the rags already can compete with them financially.

Yes without all the teams competing there would be no Premier league
I can even remember the days when home gate receipts were shared equally. In them days most teams had a chance of winning the title
For a long time only only rags and Chelsea had a chance now there is a little more competition but not much
The greedier the top teams become the less money for the lower teams
Resulting in an even worse Premier league in terms of finishing in top six than it is now

i think the use of 'Top6' is just because the big teams were pushing for it a few years ago, it doesnt actually mean if you finish out the top 6 something happens, it means that the foreign TV money will be distributed like the domestic TV money, with some paid out on where you finish in the league. The Top6 thing is just headlines material.
