It wouldn't surprise me if he flew to the Caribbean so he could find out if he could swim, before using said pool.

Durham County Council have CONFIRMED that planning permission was not granted, and that it will be re-valued for Council tax.

So now we can officially say that Dominic Cummings travelled to a second home he owns (he's on the land register as an owner with parents and sister) and that they may have been avoiding Council Tax for an undetermined number of years. (Not for the improvements - council tax band only changes after a sale - but for the separate cottage.)
