This is BS. Obama had minimal power as the GOP had the two other branches for all most his entire 8 year regain. Without any influence over the senate or house of reps you can not expect a president to deliver much. In fact the way it should work is the Senetors and Reps really wield the power and a President is really just the head of state with limited powers.
