Yes no problem, there are several ticket machines, but it is easier and clearly arranged at the Düsseldorf airport station and depending on the time a service center of the bundesbahn is opened. So take the sky train first and than buy the ticket at the station.

Hahn is in the middle of nowhere really, try the bus service to a bigger town like Koblenz or Mainz/Frankfurt and get a train or a hired car from there.

yes, but not with the fast trains like IC ICE IEC IR, only with regional trains like RE, RB and such
