TBH its not really good on the club. Its a legal obligation and they are doing it on the quiet to keep a bad situation getting even worse.
All City Card holders who did not get a ticket could technically sue City as purchase of a CityCard/Access Card entitles them to tickets to all home games before open access. It says so in the terms and conditions on the card.
City breached their own contract and therefore in breach of contract all City Card holders could get the money back they paid for the Card (was it £30??) at the start of the season and the club wouldn't be able to argue.

I strongly suspect the Terms and Conditions will allow City to do what they want
