Lets face it, if Hazard has decided on Chelsea, then he must have been assured of their new manager.

On the flipside, nothing legit has been said yet saying it will be Chelsea. Just the usual Twatter site with their fake ITK's spouting bollocks, Hazard saying he will announce his decision today and then everyone putting 2+2 together to make 5.

Not sure whether it's been mentioned but City & United do have offices in London as well. I don't think it's as clear cut as being made out just yet.

people seem to forget this is a business deal worth more than £30million. If he does announce it on twitter (i don't think he will) then it would show a complete lack of awareness of what is currently taking place. You don't announce a £30million deal on a whim.
