This is the best time for Dzeko to leave, he helped City to win the title and he scored few important goals. He will/can not improve enough to fit in this current system that City is playing.
In my honest opinion, at age of 27, he doesn't need to improve, he just needs to find a team that will better utilize his strengths and his abilities.
I think Tevez and Balo will go in the summer. Dzeko should stay as we will be able to get the best out of him. In an "off" season, within a team not yet playing to his strengths, he managed to finish in the top ten Premier League goal scorers. Imagine what he would do next season as one of our main two strikers (and we do need his type of play to pair with Aguero's) with Silva, Nasri, Hazard (missing piece of the puzzle), Yaya, and Clichy supporting him on a regular basis.
Balotelli is staying thats already been said by player, club, agent and manager.
