Mancini may have signed him but who really knows how well he'd have done had he been involved now. Elano presently plays Club football in Brazil following a disappointing spell in Turkey. I'd be genuinely interested to know who else came in for him. The Milan sides? The top Spanish Clubs? Germany?

He played regularly for them during 2007-2009. Since 2006ish it's been the worst Brazil side ever, so not good to judge from that really.
Maybe so, but they would still do any team in the world on their day. Worst for Brazilian standards, but I still think he would have walked in to many other top 10 international sides in the world.

Yeah he plays for Santos, but Tevez wanted to go that league as well, doesn't mean they are shit players...
