The deal was arranged in January - he's had six months to mull over this move. If he was that reluctant I think we would've moved on. Benatia is waiting.

You could also say though he has had that time and still we are in flux seemingly.
It could be argued he is holding out for Chelsea to make a bid if nothing has been signed by now.
Indeed it would be prudent of him on a personal level to do so if he does value living in London a lot.

Benatia is no longer waiting. The Roma manager spoke to him in private a few days ago, and since then he's come out to the press saying he no longer wants to leave the club. He's given up on us. Besides, Roma set a take-it-or-leave-it date of 21/07/2014 so by Tuesday that avenue is entirely closed.
