My point is they didn't hesitate to sign and announce Luiz even though it put them over their budget.

Whereas I'm still not sure this Mangala deal even puts us over our limit.

Is it normal that City haven't released a single photo of the group training session? If he's there it could mean an embargo on said photos... I thought we would have seen something by now.
