City is actually a bad place for a young talent sadly enough. So is Madrid, Bayern and most other big clubs. The best clubs for young talent are Dortmund, Leipzig, Lyon, Ajax and the like. Why would Håland want to be in City's academy ahead of any other? He was born in Leeds and is allegedly a Leeds fan, he was raised in Norway and got game time in Austria. City are not entitled to every former player's offspring.
I wouldn't say we a "bad" club for young talent, we just aren't the best club for youth. Brahim Diaz is arguably just as talented if not more so than Gio Reyna, and Brahim didn't make it.
