Any individual club punished going forward under the regulations would be able to appeal to CAS citing Barca's treatment but it's not exactly a certainty they'd succeed as the entire process is subjective and lacks transparency. Running competitions is all they should be doing though, by appointing themselves as a regulator and enforcer they've effectively become prosecution, judge, jury and executioner. Look at any functional legal system in the world and you'll see prosecution, law enforcement, judiciary, legislator and jury all independent of each other.
