A release clause and a buy out clause are two completely different things mate.
Technically yes. But they have the exact same effect for the club.

A buy-out clause (what they have in Spain) requires the player to buy-out his contract.
A release clause can be paid by the buying club.

In both instances the club pays the fee. Either directly in the case of a release clause and indirectly in the case of a buy-out clause.
