That says for supporters outside of the singing section.
Edit I've re read it I see what you mean it says ALL supporters.

They are really hinting that they know that those in the singing section will stand and won't be asked to sit down as much as those outside it.

However the wording suggests to me that only those in the singing section will be encouraged to sing and it will be frowned upon elsewhere.

Would have to look at the regs on that, but low heat resistance must have been in the planners mind, look into it and thought that's the best solution, we all have "preference engineering" ingrained on how to do things" cost/fit for purpose, etc. hard to second guess without a comprehensive knowledge

We have increased the singing section in the South Stand across block 111, part of block 114 and blocks 115-119. Supporters that sit outside of this section are not part of the singing section. All supporters are reminded that persistent standing is not allowed. Failure to adhere to this may result in an ejection or a stadium ban.

I can't seriously imagine a proper singing section with everyone sat down like they are at a film cinema.
if Showsick start telling us all to sit down I'll be spitting my dummy and walking out... Might as well watch it at home on tv.

Honestly... I think it is just their obligation to say this. They leave most of the South Stand and anyone beyond the fringes of Block 109 alone (from what I've seen from 107 anyway... correct me if wrong), and I think they will leave us alone in 114+115. If not then there will be serious backlash, because you can't have a special singing section without granting its members some freedoms.

For those that are interested I went to the ground yesterday to get something from the shop and I decided to walk to the new stand again. These two pics show the pictures covering the stairways (not stealing your job @jrb haha)
