For me out of tolerance is just that. I doubt that RB would have received the penalty, especially given that they were allowed to fix parts in the previous race as mentioned by @blueinsaOne layer of Paint Mercedes said the gap was. Toto even said it was Detrimental to Lewis's lap time. Can you imagine Red Bull having this penalty?
