It's possible there will be an additional allocation. There was for the semi-final, and there was for the Stoke City final, but I don't know if they were extra seats in each existing block, or new blocks

Some scrote jibs in and ends up sat on someones knee or stands on someone toes who has spent hard earned money on a tix...

Don't forget that City will take out the players and staff allocations and the corporate S/T allocations which are most likely to be in the central blocks.
