It's not "rules", it's accuracy. When City paid £600k for Hart he was not an England international. Therefore, it's incorrect to say we paid £600k for an England international. Capiche?
He is a English international though.

Very misleading then. Hart wasn't even close to being an England International when City bought him, so claiming you can buy an England international for £600k is clearly completely wrong. You can buy a teenager who, in 5 years time may progress to be an international, but that's totally different.
As for Milner. Firstly "free" is true of his transfer fee, but not his signing on fee, which will have been 7 figures. Plus he was out of contract, you can't manufacture an England international who is out of contract so saying you could get one for free is also inaccurate. Milner was offered good terms, chose to leave.
£8m for an England international, 6 caps currently, likely to increase as he's only 25, I'd say that's very, very good value.

Delph imo is a shocking signing, makes no sense whats so ever. His ambition is being questioned by myself as I can't understand why he would join us. Pointless and stupid, On this occasion if we wanted a home grown player, we have plenty chomping in our EDS side.

adds mobility and drive to the midfield both attacking wise and defensively.........and for 8m its a bargain. He is the type of player that will get better for playing with the like of Yaya, silva etc just like milner did.
