In this market, for a player of Cesc's huge talent, proven track record, age and contract situation (i.e. still with many years to run), the starting bid should have been £35m, with the aim of doing a deal at £40 - 45m. Anything less is just insulting time wasting.

Absolutely but they are pissing in the wind imho and they have lost out on a realistic target in Strootman by chasing the impossible.
