He hasn't. He's answered a hypothetical question by a journalist with one of his own. I'll be surprised if Balotelli is offered to City at this point & even if he is, we won't trust our season to a 19 year old. He'd be signed for potential.

I think Dzeko is backup in case we miss our other targets.

could be that were trying to show that we will move on if needed, and trying to get Torres/Liverpool to make some movement. I mean if they think we will move on then they need to make their respective decisions before we do, time is running out type of thing. If you get what I mean?
