FFP - 21 Man Squad Restriction & Homegrown Quota

According to The Times UEFA have yet to confirm how many hg players need to be included.

The final sentence of the club's official statement certainly reads as if the club believes its 17 foreign players not 13. And if only a fraction of the rumoured signings and departures are true (eg Richards going, Sagna arriving) the club seems to be acting on the basis that we don't have a problem.

I find it difficult to believe that the issue wasn't discussed as part of the negotiations last week. Very strange.

Do you expect every bullet point dot and comma to be released in press statements

There's a lot more detail to come out - not least whether City can spend in the Jan window over and above the 60m Euros? Can they spend over 60m Euros in the Summer on the assumption they sell in January? Can an allowance be rolled over to the next season? What about 2015-16? Are there sanctions for that season? UEFA say yes, City no. Possibly conditional. Loads of questions. And to be expected too

Sorry, squad composition is not just another detail. This issue goes to the heart of our competitiveness on the field in the CL next year and beyond.

The only thing that appears to be a fact is that after 36 pages nobody including UEFA knows how our 21 man squad will be comprised.

I realise nobody has a definitive answer to this but IMO those who think we'll be able to registers 17 foreign players are going to be severely disappointed. As I said at the start of this thread, that would effectively be a "non punishment" as it would not effect our CL squad significantly at all if we were allowed to simply discard the 4 club trained players from the total of 21.

For my money this means without doubt that we can only register 13 foreign players.

As an aside, has nobody tried emailing Vicky Kloss or someone else at the club to try and get an answer. Or even the press office for UEFA. I don't expect this to be a question which they don't have the answer to as it is at the heart of the sanctions.

I try to console myself that we can only use 14 players in a match so that with Joe in goal our best team can be out there with another 3 on the bench to come on - injuries permitting of course

Yeah, when the "settlement" was being discussed, and the subject of a 21 man Champion's League squad was mentioned, it is ridiculous to think that the makeup of those 21 players wasn't discussed, in detail. City and UEFA will have spoken, at length, about whether the 21 is 13 + 4 + 4, or whether it's 17 + 4, or some combination thereof. Both parties will have it confirmed, in writing, which is legally binding to both, exactly what the makeup of our 21 man squad can and can't be. For whatever reason that hasn't been announced as yet. If I were a betting man I'd say it's 13 + 4 + 4 and the reason this hasn't been confirmed to the media is that a limit of 13 foreign players, when you look at our current squad makeup, is pretty restrictive and that could have a detrimental affect on our summer transfer dealings if it was in the public domain.

I agree Billy. If it's solely down to the rules, it's going to be 13+8, not least because that's a more severe punishment and I am sure UEFA will gravitate to the easiest option in the case of any ambiguity. The easiest option being to take a hard line on City and keep a majority of other clubs happy.

So unless we have specifically - contractually - agreed 17+4 (or something in between) then I am positive it will be 13+8.

So have we agreed something specifically? Well given that UEFA and City have not said so in either press release, you would have to assume, no we haven't or it would have been stated. It is material and its ommission could not be excused on the grounds of being too trivial to mention.

But I agree - the club will know, so why don't we ask them? I would be surprised if it was a secret.
 
Realistically, I think it's going to be 13+8. The very best we can hope for would be a pro-rata reduction.
