FFP - 21 Man Squad Restriction & Homegrown Quota

On the A list you will note we have 8 locally trained players - Richards, Boyata & Johansen who are club trained and Hart, Clichy, Lescott, Milner and Rodwell who are association trained. The other 16 players on the A list are foreign trained. A total of 24. Before the sanctions we could have exchanged an association trained player for another foreign trained player and we have one vacancy for a club trained player aged over 21 which the club chose not to fill with Guidetti or Nimely.

No we couldn't. 4 of the 8 HG players have to be club trained. Essentially we've registered 24 players because we could only register 7 HG players (as the Annex suggests). Then 1 of our 17 free players also happens to be association trained.

UEFA would be pilloried for discriminating against locally trained players if that happened. No chance.

No, you can have as many locally trained players as you like out of the 25 maximum, at least four of them have to club trained though.

I'm sure UEFA have developed a thick enough skin over recent years. It would not surprise me if both parties were waiting for the 10 day third party appeal period to pass before issuing a clarification that both are already aware of.
 
1. First, many people said we would sail through FFP.

2. Second, many said UEFA's punishment was fairly lenient and it is now dawning on the masses that the squad reduction is a significant punishment.

3. Several posters claim that FFP will result in lesser transfer fees and wages but we seem to have the agents of homegrown players queueing to get enhanced deals for their clients and / or threatening to leave. Pellers and Txiki may need to adapt to keep homegrown players on side - who see themselves as the quota.

The common denominator is that we have (by and large) underestimated UEFA / the Cartel and how clever their sanctions are. We need to make sure we comply the next time or we will be taken To the cleaners again.

No, you can have as many locally trained players as you like, at least four of them have to club trained though.

Ah yeh, misread your initial post.

In short, I read the rules to compose the squad as:

- 4 club trained players. If you don't fill these spots then they remain empty.
- 4 more club or association trained players. As above if not filled.
- 17 players who can come from anywhere.

I think that the 17 is the most likely to have been cut (down to 13) as the regulations don't mention them specifically outside the Annex.

Last season we registered 3 club trained players, hence our squad was cut to 24. Then 5 association trained players (which is greater than the 4 required) and 16 foreign players to fill the squad up.

I actually think they'll do it pro-rata with 2 places being removed from each category - still a big headache deciding which of our foreign players will miss out on Champs League football. There may well be contractual issues involved too.
 
I've just popped into UEFA's rulebook because this is a confusing concept, but the rule is stated here;

No club may have more than 25 players on List A during the season, two of whom must be goalkeepers. As a minimum, eight places are reserved
exclusively for “locally trained players” and no club may have more than four “association-trained players” listed on these eight places on List A. List A must
specify the players who qualify as being “locally trained”, as well as whether they are “club-trained” or “association-trained”. The possible combinations that
enable clubs to comply with the List A requirements are set out in Annex VIII.

I mean, unless I'm misreading something, it's pretty black and white that the maximum number of players is 25, and as a minimum eight places are homegrown players? Therefore with an enforced squad reduction of 21, surely that would mean that minimum would still apply? Nothing else has changed - you've just been given a smaller squad limit?
 
With no report of hg players coming in and most that we have are going out, are we going to put the u21s on the bench?

It will kinda make sense, with this being ffp punishment season, expectations will be lower and it will be the perfect time to groom the youngsters.

Maybe that's the reason of this article (could be briefed by club)

The Blues do not normally look at players over the age of 30, but the signing of Martin Demichelis on a two-year deal, and this move, are evidence of a new strategy.
They hope in the next couple of years their beefed-up academy will start to produce their own stars.
By the end of next season, the plan is for youngsters like Jason Denayer, Shay Facey, Mathias Bossaerts and Ash Smith-Brown to be pushing for first-team places.
That process has already begun, with Marcos Lopes expected to be a regular in the first-team squad next season.
It will be a bit frightening though hahaha
But you go younglings.

Nonsense, read the statements, it's just this one point that needs clarifying, I would have preferred it if it had not happened but we are where we are and we cope
