I'm only guessing here, but I don't think UEFA will wanting to modify the rules after the qualifying stages have begun.
That's got nothing to do with modifying rules, it's the way UEFA have worked for at least the last 2 seasons and presumably more. If you directly qualify you don't need to submit your squad list before the start of September (give or take a day or two).

I don't see how clubs can be meant to operate if the rules are not made clear within the timescales from which they take effect, which is basically Sunday - I assume that the affected clubs DO know, it is just a case of when it is officially announced publically

I'm only guessing here but I think you are perhaps not fully taking account of the novelty of squad reduction - it's breaking new ground and this will need to be reflected in the rules - which in turn would be expected to be fully in place before the competition - or even (as is pointed above) when the window opens.

this definition of “Home Grown Player” a Season will be deemed to commence on the date
on which the first Transfer Window closes and expire on the date of the final League Match
of the Season;

This means that in season 2014/15 Matija Nastasić (Age 21, birthday 28th March) will be classified as a Foreign Player for the purposes of the Premier League and Champions League Squad purposes. He is 2 months too old.

I think they will want the rules clear for everybody from the outset and of course everybody will not be happy whatever happens.

I would have thought clubs would insist on a definitive ruling before the transfer window officially opens July 1st. Otherwise they can't properly plan their squads and transfer dealing.

My answer will be "go read the rules" - they are pretty definitive.
