I must say my reading of those regulations is that is based on the standard 25 man squad and what happens if you have insufficient players meeting the criteria to fill the hoemegrown places. 18.08 specifically states

'' As a minimum, eight places are reserved
exclusively for “locally trained players” and no club may have more than four
“association-trained players” listed on these eight places on List A. List A must
specify the players who qualify as being “locally trained”, as well as whether
they are “club-trained” or “association-trained”

We may well only have 13 places for foreign trained players.

Presuming we lose Pantilimon and replace with an English keeper ( must have 2 in A list ) then we can add Mangala Fernando and Sagna. I don't think we will do any other business other than those 3

Quite straight forwards really.

Every team has a minimum squad size of 17 players that can be of ANY nationality.

If you want any more they have to be from YOUR academy or from an England and Wales academy, and you can add another 8 players to your squad as long as they fit these criteria.

You can also have unlimited U21 players.

That 4 man restriction from 25 to 21 is the key, do they mean that in foreign players or home grown players or they do not care if we want it could be which ever we want...

If they want to hurt us they will mean its foreign players because 13 foreign players max. clearly could hurts us.

Both would be logical as if some punishment for CL clearly ther 13 foreign players version looks a real punishment while earlier if we didnt want to register enough number of home growns we could do that but with having a smaller list than 25 players.

Either way doesn't matter all that much in the group stages.

Suppose we leave Kolarov out and he starts the PL games either side of a CL tie- does that really affect us? Similar with say leaving Jovetic and Negredo out.

It only becomes an issue if we have injuries concentrated in our CL registered players in which case things could get messy and it's over to the youth team.

I did read it and nowhere does it state what the provisions would be should the maximum number allowed be reduced due to sanction.

Not flapping just looking for clarification.

I have read the actual rule and it clearly states

''a minimum, eight places are reserved
exclusively for “locally trained players''

The allowable squad compositions are based on a maximum of 25 players there is nothing about allowable compositions when the maximum is fewer than 25. I imagine it will have been negotiated with the club but they are less than specific in the statement on the web site.
