I think you're right. Even if Bayer are up for it, it requires the player's assent, which I doubt he has much reason to give. He can choose next summer. What do City offer? Break the wage structure, guarantee a dozen existing players ask for more? He's not even right for the role Pep is prioritising.I feel like people are debating whether City are prepared to pay the price needed, even though there are many somewhat reliable sources saying that Wirtz himself has no intention to leave Bayer this summer... I can tell you if I was in Wirtz I wouldn't be too worried about the German National team.
Germany isn't even good right now. Getting to an elite club would be my focus.

Once real interest materialize, everything changes. For me 100 million on the table guarantees movement.
And no International at City will lose their international spot. No matter how many minutes or lack thereof they get.
