Paqueta and Wirtz are very different players but your point stands. Not enough playing time to bring both of them in.

Regardless, Wirtz is redundant when we already have a player like him in Foden. If you want to bring Wirtz in, understand that his primary position is as a 10 where we all know Foden is best suited for long-term. The only reason Foden isn't already starting every game as a 10 is because the greatest attacking midfielder in the history of the PL currently is in the squad.

Not to mention El Diablito Echeverri is currently in the fold as well.

You don't know anything about whether he'll stay or not, it's just your opinion.
