The choice between Palmer and Foden in the last two months is between one guy who is playing very badly and the other guy who is not playing at all. My guess would be he takes Palmer on the basis he's getting on the pitch and Foden has had a long enough England career without making any memorable mark.
Foden is an outstanding player for City but for whatever reason even at his POTY best he was not shining for England.
