That's correct. My answer was out of date - ie the club that was smallest before AFC Wimbledon were promoted in 2011 - please feel free to have a guess ;-)

I don't know how many, but I'd hazard a guess that Monaco (under Wenger possibly) would be included, as it's a principality with its own monarchy and thus they play in a foreign league.
 
Not sure if teams throughout the old Soviet Union would be classed as competing in a foreign league, e.g. the Dynamo teams from Kiev or Minsk. I know Kiev won titles but were they technically playing in the league of a different country (Russia) or was the league known as the Soviet league or something similarly all-encompassing?
