So why are people arrested for racist attacks/comments/tweets?

Because although people are entitled to hold racist views,they are breaking the law if they then act upon them and attack someone,but then anyone could potentially face arrest for attacking someone,regardless of any underlying racial motivation.
Comments on Twitter could arguably be contravening the Incitement To Racial Hatred Act,as you could be perceived to be encouraging others by means of being threatening or abusive through using racially motivated language.

Racism is not a crime, racially-aggravated crimes and incitement to racial hatred, are. Making racist statements, so long as they do not intend, or are not likely to, incite racial hatred, is not criminal. Certainly making racist jokes - where the intent is comedy, is not a criminal offence.

You can see why people get confused when govt ministers go on record as saying Racism is a crime.
 
Shows like X Factor actively encourage mocking the mentally disabled.

You can't tolerate a billion pound Victorian freak show on the one hand and then censor comedians making jokes about the physically handicapped, it smacks of hypocrisy.

People should do well to remember that MPs and Ministers are not experts on the subjects they make laws on. They're not obliged to have any legal training or qualifications and so can easily make erroneous statements. If you want to see if something's illegal, look at the statutes and CPS prosecution standards, all available online.

MUTV, to be fair, also employ a large amount of mentally disabled people and likely consider the mentally challenged to be a key demographic so they do actually do some good.

X Factor is all about sexy millionaires telling handicapped children that they'll never grow up to be Beyonce.
