Okay, but if my boss prevented me from leaving for a dream job, said I'm worth 100mil, but pays me like I'm worth maybe a fifth of that, - I'd be rather unhappy about that.

This will be Levys downfall. Most player move to Spurs with bigger aspirations. They can't fuck up the transfer of their most like able character.

There is no formula that determines wages on the basis of valuation.

Of course there is a correlation between the two but it is entirely informal and entirely dependent upon club and context. A £100 million rated player at City will be paid substantially more than a £100 million rated player at Spurs - for obvious reasons. It doesn't mean that either club has got it wrong.

Also, there's an implied assumption in your post that Bale is unhappy at Spurs and that they are preventing him from "leaving for a dream job" with the likes of City or Real Madrid. But we have no evidence to support such an assumption. I'm sure he'll move on eventually but, by all accounts, Bale is very happy at Spurs for now.

I'd be very surprised if a new deal isn't already being discussed - reports suggest an offer of anything between £130-170K per week.

It's doubtful whether Bale would go for that but, if not, he would have to accept that it was his choice to stay at his current wage level.

I suspect he would, but it won't happen. I don't think anyone at the City hierarchy thinks any (maybe except one or two) player is worth as much money as Levy would demand.
 
Bale was an idiot for signing the last contract. If he hadn't signed, next season he could have bought out the remaining 2 years around 9M
