Well Italian club haven't won the CL since 2010 on top of that their resources are not as high as City, Barca, Real, Bayern, PSG, Liverpool for example

So they have to sign trash mostly. Juventus are exception but even they are overspending, just posted loss of €40m for 2018/19 season.
