Do we even know whether he is genuinely interested in a move to the Etihad?
If the board are as keen on Kroos, no doubt they will make every attempt to sign him, but IMO, whilst operating under whatever constraints the club sees fit.

I dont foresee anyone being a "one off" anymore

Reports seem to think he's open to the move, the pull of working with pep again is a major factor. Nothing set in stone but quiet rumblings at the minute could turn into something significant at a later date.

I just mean that they wont pass up kroos over an extra 30 odd grand a week imo. They will hold off at first, but the risk of a multitude of tops clubs who CLEARLY would be winning to pay this, will see city eventually bend.

Plus kroos is a personal favorite of peps.
