Unfortunately, no. Up until around FIFA 18 there was a way to do so by replacing a music package buried in the FIFA program root directory.
But they’ve now made the music an effectively proprietary compression format and integrated it in to the sound and gameplay package, meaning you’d have to convert the music to the proprietary format, decompile the package, find the music stack, replace it with a functionally identical code stack (so it would execute properly in game), recompile, and replace in the game executable.
