Here's a UN report on the issue.

It can sometimes be difficult to unpick the racial element from socio-economic elements. But the amount that black people are arrested for and are more harshly punished for drug offences is a key indicator, because those offences are carried out equally by all races.

I thought this, but I posted a link earlier in the thread by a researcher who showed what works and what doesn't. Apparently the idea that police need training isn't true. They already know how to do these things, the problem is that the policy allows them not to. What they actually need is a change of policy in acceptable practice, the knowledge that they could be sacked if they don't adhere to them, and proper contracts with unions that never allow them to include reinstating previously fired officers as part of the terms of their deal. Obviously some cops are always going to break the rules, but what we're seeing at the moment is cops on camera knowing that what they are doing is sanctioned by their superiors, because they have absolutely no issue being caught on camera doing it.
