It has to be able to cause harassment, alarm or distress. The test is that of a 'reasonable person' ie would a reasonable person present, or having sight of the event or hearing it be caused alarm or distress. Patently the answer to that is yes.
In the olden days, if you witnessed a crime, you reported it to someone in authority. You generally didn't go round town asking people to bring pitchforks, which is what social media is today, because you knew someone would probably go too far.So the person that posted it should be charged then not the ones that were involved, because if it was never posted it couldn’t have caused offence to the grenfell victims
