It's my personal opinion after what I saw very shortly after the fire with my own eyes.
The tenants were complaining for weeks about the refurb which was going on at the time and the poor quality of workmanship etc
It's still happening. My own block is being refurbed and the quality of work and workers is appalling/scary.
The tenants were completely ignored and phase 2 of the inquiry will look at this in greater depth and detail so you'll have to wait I'm afaid for the real culprits to be outed.

Cotton was quite happy to take the responsibility when the fire was happening, continually referring to them as “my officers” and saying what a fantastic job they were doing. They weren’t her officers, they were employees of the London Fire Service who were doing their jobs. However, if she wishes to take praise for a job well done she needs scrutinising for the events that didn’t go so well and surely she had input in the procedure for her Operatives who advised tenants to stay put for 2 hours. I don’t know her but as soon as I saw and heard her on TV I thought here’s another one who’s bullshitted her way up the career ladder (no pun intended).Fuck me they are going to town on this aren’t they, criminal negligence now, how about getting Boris back for closing all those stations etc, they are a set of cunts, they are nailing Cotton to a cross here, she maybe said one or two things wrong at the inquiry but hanging her out to dry like this is scandalous. Forget about her pension and everything, they are now turning the relatives on them. Politicians have done a proper stitch up here.

Btw, after 9/11, anyone in a high rise building with an emergency going on should get the fuck out of there regardless of some fucking idiot on a telephone telling them to stay where they are.

If the fire didn’t happen the way it did then there wouldn’t have been such a loss of life, wrong cladding, fire safety compromised in those flats that the brigade knew nothing about. The stay put policy is a sound advice when the buildings are built to the standards they should be, could they have evaluated sooner probably however i was not on the ground then. Cotton shouldn’t have said she wouldn’t have done things differently, she should have said, knowing what we know now then yes it couldn’t have been handle different. They are putting all the blame on the rescuers rather than the people who created the problem, ducking disgraceful and you won’t change my mind.
Not just the cladding.....many high rise blocks have old balconies filled in with panels.....They can go up too.Not going to pretend I've read the report. But I'd imagine the stay put advice and general fire brigade procedures would have worked fine if someone else hadn't turned the tower into a massive candle by cladding it in what was essentially a huge external wick/chimney.
