Yes the cladding board they chose was clearly to improve the look, which wouldn't be difficult to do. However that is not the reason to clad with new insulation behind the cladding. That is for the reason i said before. Of course they want it to look better at the time.

Are you sure about that? Because the planning application suggests that the prime motivation was the living conditions of those who have to look at the building rather than those who actually had to live in it.

The council noted that the cladding would also improve insulation, helping keep sound and cold out from the building, and improve ventilation. An environmental statement said that the "primary driver behind the refurbishment" was to address the insulation and air tightness.

The reasons for cladding might be for all those reasons but using stuff that burns is a disgrace.

Not sure, but presumably every floor and every room will have to be painstakingly photographed just in case there has to be a criminal investigation. Could be a long and horrible task.
