If this is their goal I think they are pretty silly. Relegation isn't a realistic threat for Liverpool or united so why bother fighting the entire nation.
I think you are right though in that the US owners are colluding to return to the old top 4 clubs of Liverpool, united, Arsenal and Chelsea (maybe Spurs to add to a top 5).
The PL should be protecting the game, not clubs.
