Apart from the hyperbole (launder really?) do you really think that's a thing?
I've heard more about human rights in Abu Dhabi since the takeover than I ever heard before. And I doubt one person has known about human rights abuses in Abu Dhabi and simply forgotten about them because City are playing well. Even the number that know about human rights abuses and don't care because City are playing well would be very small.
More likely, but less dramatic is that the club is very high profile and how we act reflects on how people see Abu Dhabi.
More simple PR than sinister sounding laundering of reputation.

As I said, no worse than any other leading European nation.Except that them winning the rights to host WC2006 clearly was dodgy (it is all coming out these days), that both Bayern Munich bosses are previously convicted criminals, and the country is more than happy to do business with all kinds of human rights violators.
