Err France and the President of the EU commission and other countries that belong to the EU don't seem to be united in there views on foreign policy against China, so why do people in the EU pay Billions of Euros a year to a parliament that doesn't have a unified response

Not seen the story you are referring to, it sounds like differences of opinion within the EU are possible.

I’m not sure the “billions” people are paying in each year is for a blanket agreement on foreign policy but I could be wrong
