How good was Maradona?

I have heard a lot of people say that the 1986 World Cup was the best individual tournament display by a player in history. I didn't watch him play but did he single-handedly win Argentina the world cup or it it a bit exaggerated?
 
Another fun fact I read somewhere is that Sheffield United apparently were very close to signing him when he was 17 but didn't because of agent fees. Who knows how English football would have panned out if they did.

I heard he nearly went to Tottenham also. On a similar theme, apparently Blackburn turned down Zidane because they felt Sherwood was a better player.

Bar the hand of God, he was unbelievable in that tournament, they tried everything to stop him, reminded me of the way Pele was hacked to pieces in 66. The second goal against England and the one against Belgium in 86 will live long with me. For Napoli he won them the title no doubt about it, they go on how good Messi is but he also had great players around him, Maradona not so much, yes he’s become a bit of parody of himself but in his day he was the best and I’d put him up against anyone,
