The big flaw in that logic is that progress is expected to be linear, when in football it never is. We buy two 50 million pound players and yes they will improve our side but to expect them to make a 100 million pound impact within the first three months of joining is naive in the extreme. There's a litany of examples of players moving clubs and needing an entire season before truly settling in.
Also can't help but laugh at the idea that we're "hugely under performing and are nowhere near the level we and should be". That's a totally subjective characterisation of something which can't really be measured. Under performing compared to who? And if we're nowhere near the level we should be what is the level we should be? Can it be measured in possession, in shots, touches in the opposition box, goals scored, goals conceded? What is the correct metric. And if the correct metric is simply the league table then how far ahead should be if we're currently nowhere near the level we should be.
Surely the correct metric is whatever you say it is. That is self evident.
