Some good replies here and I would have to plump for either Newcastle or cardiff, both decent sized clubs with large mainly loyal fan bases that have been starved of any real success for a generation or three that could (given the right backing) become major players in the bigtime, and both hve large catchment areas (although getting south walians to adopt the round ball might be a bit of a problem)

Just building a new stadium and investing enough to get them into the prem again will make you an instant hero among the loiners.

the team with the biggest catchment area is crystal palace. theyre ripe for a takeover, best check the lottery tickets

Look at the press recently, all that history. All that erm....history.
They are the most successful English club in Europe and equal on League titles. You see thats history that is!
All you need is a new stadium, team, manager and to find an extra 35,000 fans and you are sorted.

we don't want to be recommending any English team now do we? one of the French teams would be good I think - Marseilles, PSG, Lyon etc
