He can't. IIRC, if we refuse to release him for international duty, the Belgian FA can apply for De Bruyne to miss the same number of club games as the international fixtures he'd miss.
I don’t think that still applies. I think what happens now if a club doesn’t want to release a player is his national team can insist on their medical team looking at him and if there’s any further disagreement, an independent panel of FIFA (or UEFA depending on the tournament) doctors makes the decision.
From a club point of view, it’s far from ideal when you get a player that’s desperate to play for his country to try and stand in his way. Hopefully common sense will win out but there’s been too many times when it hasn’t with City players involved.

He appears to have a deep passion to play for his country and unfortunately that is understandable and ultimately, until contract time at least, our problem not his.

No, he would have to be assessed by the Belgium medical staff. Though knowing Martinez, he would insist that Steven Hawking is fit enough to play

Furry muff, I stand corrected. I thought the rule was that, if a club withdraws a player from international duty due to injury, he is "banned" for the same number of club games as the ones he'd miss for his country.

If that was the case the dippers & rags would be missing half their squad after internationals

I think that is the case if the national team disputes the club’s diagnosis. Rarely enforced against the likes of the redshirts though
