It's more than that though. If that person has no caveats, they are basically saying they could say the most unpleasant and personal things about people's families and not have any accountability.
As you say that's one of the traits of a psychopath, I read the Psychopath Test by Jon Ronson and really enjoyed it, interesting and food for thought.
 
At the time he wrecked my self confidence and I ended up at the doctors for mental health issues.

That’s what helped bring me down when I was 40. There were other things too but I take pride in my work and she was so damning.

When I eventually went back, I was taken off front line duties and let my contract wind down.

I went out for a drink on my last day and felt incredibly content.
